stupid question... again

How do I get the distributer rotor off (and the new one on)?  I thought
that there'd be a clip or screw or something under the cap but I can't
see anything.
Also, what's the procedure for replacing the fuel filter?  Drain the
tank first?  How do I depressurize the fuel system?  Anything special to
look out for?
BTW, the car is an 89 80q with the 2.3L I-5 motor.
