OK, so you are one of the very rare few that actually aims them correctly. You
are the exception and not the rule. This is good. If more people were so
aware about proper aiming this would not be such an issue. Given the manner
in which auxiliary lighting is used around here it ought to be outright banned.

Where you & I drive is irrelevant. Dimming your lights in the presence of other traffic
is simply basic road courtesy and "the right thing to do". Like you said: "I know the
conditions under which I drive. You don't. Until you do experience these road conditions,
you haven't a leg to stand on." Where I drive this is a very real problem.
