Both statementsare true for the 1984 4000 quattro.

This is true for US / Canadian models mostly with air conditioning.
All of Canadian models '83-'84 had 5 cyl engines with air
conditioning and therefore all had the wing windows.
Some 1981 4000 4 cylinder models without air conditioning did not
have those. It is therefore possible that US 4 cyl models without
air con also did not have them.
European (1980-84) 80 and 80 quattro did not have the wing windows..

This is only true for 4000 quattro model.
It used Ur-q's center shifter surround which had only space for two
power window buttons. All othe 4000 with power windows had all four
power.
