First of all, a _taller_ sidewall enhances ride comfort, not shorter. 
65-series is taller that 60-series.
AND
I've had D60's on an 87 5ktq.  They were not the worst tire I've put on a
car, nor the best.  They replaced some Continentals which were much
worse.  The D60's greatly improved the ride/handling.  Many on the list
have found them to be a decent compromise of ride/handling/cost.
ALSO
It does not surprise that Delco and GM maintain different part _numbers_
on the same item.  They are different companies.  This does not
necessarily mean it is not the same part.
