RE: Cops, Valentine One (no Quattro content)
Last week's local paper (the Oregonian) carried an interview with
a police officer that validated the theory that a "ticket quota" exists.
Often asserted by motorists, and often denied by the police - but this
interview outlined the details. Traffic cops are expected to get a
certain number of "beans" (tickets issued) per hour, or they face
suspension. Portland Police affirmed the rules. They feel that it
provides criteria for measuring performance.
