Liscense plate rules for the state of MASS.

I purchased my car in MASS and was recently cited by the local police in
NC for a dealer frame which coveres the state name on my plate.  I am
trying to find out the govermment agency or other source who can verify
if the dealer is responsible for these kind of things.
I haven't called the dealer yet, but am ready for them to say the frame
fits the MASS plate and since I have a NC plate, won't pay for any fees.
Of course, if they want to continue selling cars over the internet, they
need to rectify these types of situations!
