That does not sound like a busted reg to me (unless it's the cable,
which is all one assembly with the reg) - it could be the bracket
holding the window to the cable has come undone - either rusted through
and window fell down, or popped off the bottom of the window when going
down and is no longer attached.  

These are usually just channels 6-8" long, glued to the bottom of the
window and bolted to the cable assembly.
