Terrible mileage

Q -

I'm experiencing what I would consider "terrible" mileage with my 91 200Q.
Last tank I got about 18.5 MPG, with a mix of more highway than city
driving, and not being especially leadfooted either. I just replaced the OXS
and the car just passed the somewhat strict Massachusetts emissions test.

So, could anyone suggest other things which can adversely affect mileage? I
really don't have any idea where to begin.
