My 89 100 quattro has the same symptoms. It is really no major problem
until the thing decides to read -25 when it is 65 outside and then the
heat comes one.
I've been told that the OAT (outside air temperature sensor) is going bad.
Have also heard that the car just might have two of them.
Have decided to live with it until it really goes wacko. right now mine
is about 12 degrees (F) off of reality.
