They are DEAD ... even at $20 per, I think you're wasting your money.

Yes, at least on a national basis.  Some regions have rules against "R"
tires, though...

If you don't have the budget to stretch for a new set of tires, you can
probably find some good used tires by asking around the racing shops.  Some
of the Showroom Stock folks will throw away a tire that has lots of use left
in it because they've been heat-cycled a few times and are potentially
tenths of a second slower than a fresh set.  

You'll definitely find DOT-legal "race" tires to be a big improvement even
on your stock car ... I have found them to be worth 1-1.5 seconds on a
typical 60-second course, not to mention a LOT more fun to drive on thanks
to their improved transient response and better grip.

The 4kq bolt pattern is 4x108mm and the 4k is 4x100mm ... it's probably
cheaper to buy yourself another set of 4kq wheels.  Check the Tire Rack for
wheel specials ... if you're not picky about style or weight, you can get a
set pretty cheaply.
