And you want a dealer in MA to pay for this? Um, no.

As you suggested, it *is* your responsibility, not theirs, to know your
state's laws. Plate surrounds are quite common here in MA. The dealer, btw,
could legally sell you studded snows too...and if you drive in some states
you'd get a ticket. They could legally sell you a radard detector that you
could be fined for (or worse) in several states (and Canada).

It sounds to me like the cop may have been out to get you...did he stop you
for something else?

Life's too short. It wasn't their fault. Pay the fine and forget it.
