The microfiche says to fix the lower section to the rack, and then
fit the upper section, securing the upper section by clamping it to
the lower section with "handelsuebliche" (any) water-pump pliers.

Vise-Grips would seem to be in order.

You need a new shear bolt (# 411 417 549) of course.
