The check valve would be my second stop. My first (based on 3 years
of screwing around with it) is the tubing that connects the jets
underneath the hood. Mine were just short enough that they pulled
out of the jet attachments a little bit, and half the fluid dribbled
out, dropping pressure.

If neither of these pans out (and the jets aren't clogged; use a
small needle), a new pump is about $20 or so.

I would check the grey in line one way valve. Mine gave me hassles 
and I eventually threw it out. It takes about two to three seconds 
before the water starts spraying but the pump is under much less 
pressure. Blow into the one-way valve and you will see what I mean.
