Normal.

Also normal.  The ECU is controlling the mixture between these limits.

It's working.  It might be old and tired, but it's working. 

You could disconnect the sensor and measure its voltage disconnected,
then add the propane/create a vacuum leak.  Then you should see
something.  With the sensor still connected, the ECU will fight you
every step!
