1.8 T Gas Mileage

My friend's Mom has an A4 1.8 T quattro. It's about six months old,
probably has 5-7K on it, and she states it is getting about 17 (worst) to
19 (best) MPG. She does mostly around town driving, the car is an
automatic.

She is figuring out her mileage from doing calculations when filling up, so
it should be accurate.

This isn't normal is it? What is normal? What could be possible causes?
