Steve, thanks for the reply.  My car is an 86.  All the VW's & Audi's
I have owned in the past (75 Fox, 80 4000, 82 Rabbit, 84 Vanagon) all
turned the radiator fan on the instant the AC was turned on. (I used
that feature for emergency cooling when the big switch in the radiator
failed)

When the AC was running the high side pipe was hot and the low side was
cold so there is some coolant in the system.  I did find the tap on the
low side but I haven't put a gauge on it.  I didn't see a sight glass or
highside tap anywhere, but I haven't looked that hard for it yet.

BTW there are no missing or blown fuses.
