I am pretty sure that your car takes ATF, as well, given its year of
manufacture. 

The fact that your car has vacuum assisted brakes (not truly vacuum
actuated) is not relevant to whether or not you use mineral oil in the
power steering system--my '87 4kcsq also had vacuum assisted brakes, but
the power steering system used Pentosin mineral oil as its hydraulic fluid
(despite the owner's manual).  

I think the reason you may be confused is that on the C3 (5000/100/200) and
C4 (20v turbo S4, but not V6-based 100) cars, there is a common hydraulic
assist system for both power steering and power brakes.  This is strictly
the assist or boost side of the brake system and not the actual hyrdaulic
brake _actuation_ system which is pretty much the same in all modern cars
(using DOT3 or DOT4 brake fluid such as Prestone, Castrol LMA, ATE super
blue, or Motul--these are BRAKE FLUIDs, the stuff that eats paint.  Note,
for confusion purposes, that Pentosin is a brand name (manufacturer) and
also makes DOT4 brake fluid)
