UrQ and found that I could turn the springs a little in their
perches. This is definitely the twanging noise I'm hearing. Can
anyone else confirm that there may be a need to shim the
Billsteins in the strut tube to ensure that they are installed
securely and don't move up and down slightly in the tube?

The springs should be held in place by a tab on the perch base
and the placement of the upper perch. I don't think length of the
struts should effect it. BTW, my bilsteins fit fine, no shims needed.
A few other questions to ask:
Did you tighten that slotted nut which holds the upper strut bearing
real tight?
Did you remove the external bump stops? The bilsteins have them
internal, so the external ones are not needed.
Did you tighten that nut which holds the strut into the case real tight?
Did you replace the lower ball joints?
