This was a topic of discussion in rec.autos.vw.watercooled a couple of
weeks ago.
I've quoted here the procedure that supposedly gave the best results:

All disclaimers apply as I have NOT tried this myself yet.
If somebody has a spare set of taillamps and wants to give it a test,
please let us know how it works out.
