Re: UrQ Volts
Having gone through this circuit in detail on my 85 UrQ (remember my little
fire a few months back?) I tend to agree that if you're using a common
reference ground, you're dropping voltage along the line somewhere. I'm not
sure of the 83, but on the 85 the wire runs from the alternator to the starter
solenoid and then directly back to the battery. There were no other
connections/junctions that I found.

My second recommendation would be to carefully check for corrosion at the
starter connection. If you only tightened the connection, you may need to
disconnect and clean everything.
Another place to check is the ground-strap-to-body connection at the
battery under the rear seat. I tossed out the stock [aka "undersized"]
German wire and replaced it with a Good Ole Murican wire [e.g., from
PEP boys, etc.], cleaning the body to clear bare metal first. That,
combined with pitching the Autobahn battery and putting in a Sears
DieHard (old style, when still made by ? Johnson ? ) spun my UrQ's
starter faster at 10F than previous/stock/aged OEM would in the middle
of summer. Car started/ran much better. The ground strap was worth
something like .25 volts (battery ground terminal to body ground)!!
