2CTQ - Turn Signal Relay Clicking

Help...anyone had this problem.  The turn signal relay (flasher?)
buzzes/clicks even when neither the turn signal or flasher are on.  Will
do it with only the ignition key on.  Replaced the relay with one from
Proline (Both Audi and VW were out of stock).  The new one doesn't buzz
but clicks as if the turn signal were on.  Clicks normally when the turn
signal or flashers are on.  Any ideas?
