Fog loights?

I.e., Euro lights.  US-spec lights have huge upward leakage and
illuminate the fog, rain, snow, etc., that's between you and the road.

Euro lights have a sharp beam cutoff so this doesn't happen.  At the
same wattage and with the same external appearance, you'll see many
times better.
