5KTQ sluggish problem

Hey all -

We just recently bought a 1988 5000cs TQ.  I know these aren't rockets between
idle and 3 grand (having owned an '86), but this one seems particularly
sluggish, almost like the timing is retarded.  Over 3000 rpm, things are almost
normal (but not quite).  And on a few rare occasions, it drives perfect, like a
bat out of hell.  It is due for a timing belt replacement and someone suggested
this may cure the problem.  Any ideas?

Other than that, the car is flawless.
