Sounds like you've addressed just about everything... EXCEPT for
replacing the spark plug wires. Before spending more $$$ on a
consultant, try a new set of spark plug wires. I had a similar condition
(hesitation/surging... i.e. a bad driveability problem) and it turned
out to be one bad plug wire. It was replaced and the problem was gone.
A year later, the problem showed up again, and I just figured that the
other plug wires finally gave up. Yep, they did... after replacing the
whole set, I haven't had a problem since.
Plug wires often only last maybe 80k miles before they start to lose it.
If you are over that, and have never changed the plug wires, it's time
to do so.
