exhaust manifold to wastegate assembly

All,
 I have encountered a problem. First this question is in regards to my '85 quattro. When I removed the EM from the car
I did not need to remove the wastegate from the flex pipe/down pipe assembly in order to get the manifold out. However
I was unable to reverse the process. I can easily get the manifold on the head but I can't seem to get the wastegate
over the wastegate studs on the manifold. I also tried getting the wastegate/downpipe assembly on the manifold before
putting the EM on the head and this failed too.
 I could use some new ideas here. Thanks in advance
