charging system trouble

hello all.  here's my situation.  i had a problem a while back, and
thought it was the alternator.  i had the alternator rebuilt (the guy
tested it out before hand and affirmed that it was fried).  i put the
rebuilt alternator in about two weeks ago.  tonight after going on a
drive, as i rolled back into my parking lot the yellow "volt" light came
on.  i thought "oh, no,  not again."  i could get it to go out after a
few seconds if i would either turn off the a.c., turn off the driving
lights, or rev the engine for a few seconds. after i installed the
alternator, i tested the voltage at the battery, and it read 14.5 volts
with minimal load.  but i noticed that when i turn the lights, a.c.,
etc. on it would drop to a bit above 12 volts.  when the alternator was
rebuilt a new regulator was put in.  any ideas?  the belt is tight.  tia
