1994 Audi 4DR CS Sedan

Does anyone out there know anything about the serious maintaince 
obligations/repairs for a 1994 90CS?  It seems there may be some 
power steering issues I need to look for as well as some steering wheel
noise problems caused by the air bag?  But I really have no idea.  Does 
anybody have the '94 CS and are they pleased with it?  What are your average
annual service costs?  Is one loaded with everything at 21K miles a good 
prices at 12500-13500?  I think it would be but does anyone have an opinion 
as to the maximum offer I should make.  This car I am looking at has had two 
owners and I'm not quite sure why it has been shuffled around so much in 4 
years.  Anyway,  please respond.
