There's nothing really serious that comes to mind, it's pretty average
as far as maintenance goes.

'Power steering issues' sounds frightening--what issues exactly? Some
of the earlier 90's had a leaky PS hose but that's a cheap and easy fix
(you can get it under warranty)--they just replace the hose. For the
steering wheel, there's some spring that they'll need to replace but
again, that's under warranty.

I've got a '93 90CS and am pretty pleased with it. When the car was new
it had a lot of small things wrong with it but they were all fixed under
warranty and I haven't had any major problems to speak of (except for my
incompetent dealer). I can't really give an average annual service cost
because I've only paid for service for about a year! Maybe some of the
higher mileage 90 owners can help out here...

It seems that starting with the V6 cars, the guys at Ingolstadt just
kinda slapped things together and left the debugging to the dealers, so
for the first couple of years you spend a lot of time having things
fixed. That could be what scared off the first two owners. Once they
get all of the bugs worked out, though, the car should be pretty
reliable. See if you can get a maintenance history from the owner or
the dealer.
For dealer servicing, try to find a newer dealer, they're more likely to
have some clue about what they're looking at.
Good luck!
