RE: Incomplete Re-fueling

Those missing two gallons are the reserve capacity.  When your gauge reads
empty, you have this much gas left to get to some more.  Try running 
completely out of fuel (maybe carry a spare gas can) and then measure the
fuel tank upon fillup.
