Glen,  I have attempted to track down this rumour.  I called Linda at LRP and she advised me that no such rule or regulation was in force.  It is up to the clubs to police their own policies and their own tech procedures.  Would you post this to any quattro people so I don't get a zillion calls and so people do not pester the track?  I'd like to know where this all got started...BTW R-1's are lousy in the wet!  I've been off with them on a track with just dew on it.
