There is some information missing here. What kind of car? Here is the
general procedure for troubleshooting.
1. Air is cold, so refrigeration system is OK.
2. No force behind the flow means:
  A. Total air flow is low
    a. Blower voltage is low
    b. Blower motor on verge of failure
    c. Restriction in air path
      1. Air inlet plugged with leaves or stuff
      2. Kleenex etc. in blower
      3. Birds nested in system
  B. Air is coming out the wrong places
A door is not in the right position. Is air only coming out the A/C
vents or is it coming out the heater and/or the defroster vents? If car has
two door air inlet system, are outside air door and recirc door both closed?

Should be easy to troubleshoot.
