Our Volvo does the same thing, though the fogs are all one, 3-position
switch(front, off, both.) It probably serves several purposes
1)if you're in that bad a fog, you need the fronts too :)
2)you won't see the rear fog on, so if the fronts are on and you don't need
them, at least at night, you might see them, and think "oh, I left the fogs
on." Too bad most dumb drivers leave their fogs on("hey, look, more
light!")
Our Volvo also displays a very bright orange light in the dash whenever the
rear fog is on, a light that is impossible to ignore. I wish Audi did the
same; I constantly see Audis with their rear fogs on in broad daylight. I
think the police should start nailing people...
My guess is that you'll have to replace the switch with 2 switches.
