I'd argue no. Development of the S2 was outsourced to Schmidt Motor Sport,
just as RS2 development was outsourced to Porsche. It has hundreds if not
thousands of different parts than the CQ. In addition to engine and hubs,
the front bumper assembly (to accommodate intercooler and plumbing), hood
(b4-style), exhaust (dual), battery location (under lr pass. seat), brakes &
wheels, interior features and trim, are all different.
Transforming a CQ into an S2 has been my "hobby" for a year now, and I can
report that, done right, it is a non-trivial undertaking. Even the wiring
harnesses of the cars are significantly different. My goal has been to make
as authentic as possible an approximation of an S2, using all factory parts
where possible so that any Audi dealer would be able to service the car
using 20v 200tq and CQ documentation. (Assuming, of course, that said
dealer could service a box stock 200tq or CQ)
Even so, this car will never be an S2, simply because Audi didn't make it,
and only Audi can make an S2. I came up with the name "Ersatz" S2, since a)
Ersatz means "imitation," or "substitute," b) I like the irony that the
word _sounds_ German, but isn't, at least not with the same meaning. c) I
like the phonetic pun on "ur."
But did I, you ask, buy S2 badges? Well, yes...
