I don't know who makes it, but my local VW dealer used to sell a flange
that goes over the flared pipe, then clamps down with some bolts
to take the place of the rusted part.  I got this for my Jetta years
ago and I think it's only now starting to fall apart (gotta look
under there).  Maybe try Rapid Parts and describe it to them, tell
them it's something Howard Holmes used to sell but it was aftermarket.
It was expensive, but the best solution I could find at that time.

Your other option is dropping the downpipe and having the muffler
shop weld on a new flange, as you described.
