Dennis,

have a look at the rear calipers. The handbrake mechanism in the
calipers tends to get seized so the handbrake does not work. It does
not affect normal braking. Look if the plate on top of the caliper is
rotating when the handbrake is applied and released.
To make it work again you have to disassemble the calipers and clean
them or you have to get new ones.
