Oh, *that* valve.  Was mounted just ahead of the FI stuff on my coupe. 
Connects from one side of the TB to the other, essentially, to do just
as he said above.  The vacuum for it is sourced at the intake manifold
but stored via a one way valve in it's own little bottle, inside the
left fender, on a na 2wd Coupe, anyway.
