Here in the Midwestern U.S., these locks are returning after a brief absence.

No way this could ever happen to me- I can't start my car until I remove the
ignition key from the locking gas cap. Plus, it's just part of a structured ritual-

pull up to pump
stop car (turn off ignitition)
exit car
approach refueling door of Audi
insert ignition key into locking gas cap
unlock and remove cap
select payment type on pump
select fuel type on pump
remove pump handle from resting position
insert pump nozzle into gas tank
squeeze handle
lock handle
wash windows, &c
<pump stops, lock clicks off>
grab handle
twist 90 degress to empty last of gasoline out of nozzle & save paint job
remove nozzle
return nozzle to resting position
if payment type = cash
     then <go give cash to attendent>
     else select whether or not to have pump print receipt
endif
pick up locking gas cap with ignition key inserted
replace cap over refueling pipe
lock gap
remove key
close fuel door

and this ends the ritual, so that you can leave, answer nature's call, or 
whatever.

I might note, that about ten years ago when the locks started to disappear, 
automotive stores began to carry this small, plastic device in the basic
shape of a rectangle but with one long side stepped. You insert this into
the pump handel much as some described doing with the gas cap. When
the tank is full, the pump still stops.

Most likely, the Aerosmith drummer was under some chemical influence...
