I can't state for sure the CQ arrangment, but believe it's the same as the
44 chassis cars: the front plate mount is a plastic affair that sticks out
in front of the bumper (not below). If you look very closely at the bumper
cover, there are two teeny, tiny "dimples" just 3" or 4" to right and left
of center which indicate the places to drill and insert a pair of metal
reinforcing spacers. The machine screws for the plate-holder are held by
built in retainers (nuts) buried at those spots. The OEM mount sort of
conforms to the shape of your bumper cover and is probably less vulnerable
than one placed underneath.

My '91 200q bumper cover is still virginal--'till I get enough flack from
the cops to get my front plate mounted.
