Aha! I just recently messed with my wife's car's front plate holder, which
indeed is plastic, as it fell off when I leaned against it looking into the
engine compartment. There is a special automotive equivalent of a drywall
anchor that is installed behind the plastic bumper cover into the bumper
proper. The holes on hers looked raggedy enough to suggest post
manufacturing creation. The anchors had been installed incorrectly into the
plastic instead of the metal behind it. I got new ones (the part actually
still exists, but I don't know the Audi number at the moment) and
reinstalled the plastic plate holder. It is necessary to use nuts or
something as a spacer when installing the anchor using the attaching screw
(bolt). This is done without the plastic plate holder present. Then the
installing screw (bolt) is removed and used to attach the plate holder.
Your bumper may well have holes, and you may want to test with a
way-undersized drill in the area you intend to mount the holder to assure
you do not intercept them at their edge.
