4kq front license plate

for all post-85 4kq owners, how is your front plate mounted?  I haven't
had one mounted since I've owned the car, as the two large screws up front
in the "rubber" part of the bumper don't seem to want to back out (also,
since I'm lazy).

Any other suggestions?  How should I back these guys out?
