If you're serious, there's tons of stuff on the web.  www.nma.com is a good
starting point.  I think www.yahoo.com has a whole section dedicated to
this topic: Recreation | Cars | ???  should get you in the right direction.

The basic problem is most states define traffic citations as civil
infractions, so the criminal side of the law doesn't apply.  It's legalized
extortion....
