Dont assume it is a state employee.  Here in Wisconsin the State contracts
out to a private firm to do the actual testing.

More to the point, if your state has the kind of testing where they put
the car on rollers and "drive it", make sure that the car goes into the
service bay reserved for 4 wheel drive cars.  Most of these folks will
probably have not seen a quattro, they will look at you funny, and when
they ask if it is 4 wheel drive, just say "yes."

If you live in a state where they just insert a sensor in the tailpipe and
take static readings then there is nothing special about the q.
