I had the exact same problem on mu '82 urq.  Before I replaced the master
cylinder and front/rear bias valve I wore out a set of pads (left) because
not all the air was out of the right line.

I think that my problem was the bias valve.  When I replaced it with a
manually adjustable valve, the bleeding problem went away.
