I've had this problem twice in my lifetime Phil.
One was caused by a piece of crap in the line that
I blew out with air after disconnecting the line,
and the other was a reman caliper that just
wouldn't flow properly no matter what.  I took it
back, said this is no good, got another and was
off to the races.
