Do you think maybe it is a leak ? If the boost varies from .02 to .9 during
driving....just doesn't go above .9 it may be the wastegate or a vacuum
leak...or the bellowed hose from the intercooler may be leaking under
pressure.........I doubt that the turbo is seized . . .  .
