Clifford-

Open the Hood and the idle stabilizer is the (for lack of at better term)
cylinder-like object that could best be desribed as a flat black painted soda
can on its side at the front of the engine with a connector on the left (in US
passenger side).  Unclip connector and inspect for corrosion (not visible on
mine) and take some emery board or other abrasive to the two small spade
terminals inset on the Idle Stabilizer Valve and reattach.  It worked for me.
