Hi Phil,

	Saw the same thing in Lima, Peru this Summer(their Winter) The Police
just go nuts when they see someone on a "handheld" in city traffic. The best we
can do here in the "states" is a bumper sticker that reads: "Stop talking and
start driving". Not very effective:-(
