Not only that, but when you're talking to a passenger, you can take
advantage of the person's presence to convey additional meaning (body
language, expressions, etc.). Talking to someone who's not there requires a
lot more concentration.
It seems that every day on the DC Beltway, I'm either cut off by someone
talking on their cell phone and not paying attention, or pass a rear-ender
that was obviously caused by someone using a cell phone. Traffic's bad
enough around here without these accidents and delays.
