I remeber this being the way my car worked once, kinda disquieting.  I
probably eventually replaced the brushes/regulator assembly.  Feeling
handy?  Get some hardware store brushes and file em to fit and solder
them in yourself.

of course it might be the regulator itself going here.

PS check the connections at the alternator for cleanziness, esp the
little wire...
