     Most countries are like this, the money goes to the central
     government, usually never to be accounted for again.  In
     many countries, the "fine" is optional, a 10% cash "fee"
     is collected by the officer for his retirement fund, or
     milk money, and you're on your merry way, no surchages,
     no court fee, no ticket, no harm no foul.  I personally
     like this system, I also have no ethical problem
     with it when you take into account what most govt's
     do with the money that makes it to the public coffers,
     especially in "third world" countries.
